IIRC has posted the February 7, 2013, ISBE release of new ISAT Cut Score Reports, showing results by grade, subject, and subgroup. The reports are both school- and district-level, and are accessible through the MyIIRC web portal. The reports compare performance levels for the three years 2009-10, 2010-2011, and 2011-12 using both the old and new scoring formulas. Be aware this is a demonstration exercise in anticipation of the 2012-2013 ISAT. Actual prior year ISAT performance has not been changed.
Once logged in to MyIIRC, Superintendents, Principals, and school administrators can view the re-calculated ISAT results from their MyIIRC dashboard using the link on the lower left corner of the screen. Questions on how to access the reports can be directed to Valerie Lorusso, 815-753-0978, or vlorusso@niu.edu.

The IIRC has posted a Test Item Bank of retired test questions released by the Illinois State Board of Education for use by parents, teachers, and students. From the “About the Tests” tab on the IIRC homepage, select Test Item Bank to view ISAT test questions. Note that these questions are not included in the current tests but are similar to those that are, and so are useful for practice and class exercises. ISAT tests are administered by elementary and middle schools to students in grades 3-8. In the item bank, you can select the items by Subject, Grade, Question Type, and Content Strand (strands are the sub-topics within each subject). You will see actual questions, multiple choice answers, and correct responses.
Great news. The Common Core State Standards, adopted by the Illinois State Board of Education in 2010, are now available in an interactive, web-enabled format on IIRC. To access the interactive CCSS, go to the “What Students Should Know” tab on the top row of the homepage. English Language Arts (Reading, Writing, Speaking, Language) and Mathematics are available to search by grade and standard. For English Language Arts, be sure to consult the College and Career Readiness Anchor Standards, which provide concise definitions of key content skills that are replicated in more detail at each grade level. The Mathematics standards are defined around math concepts aligned to specific knowledge skills by grade. Indispensable for teachers, parents, and students - all items can be printed for further reference.
The Illinois State Board of Education has released the individual-level student test results for the 2009-10 EXPLORE and PLAN assessments. These are now available for educators to view and utilize. To see the upgraded versions of EXPLORE and PLAN reports, educators should log in to the new MyIIRC portal, which opened in November, 2010. Please refer to the “MyIIRC Launch” announcement below.
Since its inception in 2003, IIRC has posted the grade-level results of the state assessments for each public school and district in Illinois for use by parents and teachers – for example, results on the ISAT tests are shown grade-by-grade for each year and for student subgroups. As of March, 2011, IIRC is pleased to announce an additional reporting feature – summary reports show you aggregated test results for all grades combined for school, district, or state, by subject and year. The summary results are a useful way to view overall performance of a school taking into account students in all grades. The test results are available for elementary and middle schools for both the ISAT and IAA assessments. To see the results, go to Test Results, then go to the Grade drop-down list and choose Summary – from there select the subject and, if desired, student groups. You will also find the summary reports have been added to the Achievement Gap and Compare Schools on IIRC.
Technical note: summary reports are useful when the number of students in a grade or subgroup in a school may be too few to populate on the IIRC grade-level test results screens (when students are fewer than 10 in number the results are not available for confidentiality reasons). But on summary reports, which include students from all grades, the results may be available for display.
The 2010 Honor Roll awards announced by the Illinois State Board of Education are posted on IIRC. Look for the Honor Roll icons next to the school names. To see lists of all award schools, click on Schools in the IIRC home page, then click on links for any of the Honor Roll awards on the next page. A link to the Honor Roll website is under the Related Links on the IIRC home page. Congratulations to the 2010 winners!

This week, district superintendents will receive an announcement about how to access the new MyIIRC secure login feature for their district- and
school-level users. All users of student data and e-plans, please note:
- Current password access will remain in place through June 24, 2011 while the new login system is brought to scale.
- To use the current password system for access to student data or e-plans, go to the school or district profile page and click on the grey
link buttons in the upper right of the page.
- Roll out of MyIIRC to ROEs, RESPROs, LTCs will be staged in two weeks, beginning November 15.
In partnership with the Illinois State Board of Education, IIRC has released the 2010 School Report Card. We hope some new user features and
upgrades will improve the usefulness of the site for our users. Please check out the changes and send your feedback to
iirc@niu.edu. Here is a summary of the new features.
- MyIIRC MyIIRC is a customized portal to confidential student information and e-plans, and other educator resources. New
screens for all state assessments and reports will increase your ability to review performance and design interventions for individuals and groups of
students. For ISAT, for example, MyIIRC displays student scores down to the level of content strands and tracks individual students grade-to-grade over at
least three years, even when they have attended different schools. Everyone from the novice user to statistical experts will find MyIIRC to be immediately
useable.
- Home Page Access to MyIIRC and e-Plans. The MyIIRC icon at the upper right on all IIRC screens will link you directly
to the MyIIRC log in page. Unlike the public report card, MyIIRC is password- protected and is available only to educators registered by their district or
school administrators.
- Single Password Log In In response to user requests, MyIIRC introduces a personal login feature. Now district
educators need only one password for access to MyIIRC, the portal for both individual student data and
e-plans. During the week of November 1, superintendents will receive access codes for their district and each school, along instructions for registering
district educators on MyIIRC. The single password system will simplify both registration and security for access to individual student data and school
improvement planning.
- Passwords for ROEs, RESPROs, LTCs In the coming weeks the MyIIRC single password login system will roll out to include
ROES, RESPROs, and LTCs. Directors will be receiving an email announcement to explain this easy conversion. Again, the existing IIRC password system will
continue to be a functional parallel system that will remain in place until June 24, 2011.
- Users Guide The new guide available on the IIRC Home Page offers screen views and simplified directions to help you maximize
the usefulness of the IIRC.
- Test Item Bank An innovation for 2010, the Test Item Bank allows you to search for test items by any of the following
criteria - subject, grade level, year, type, learning standard, or assessment objective. Teachers, parents, and students can quickly see actual items and
sample student responses. Currently, the Test Item Bank is located in About the Tests on the dark blue navigation bar at the top of your screen.
- Content Strands This popular feature, which allows you to review performance on specific aspects of the reading, math, and
science assessments, is accessible via a button above the Test Results graphs. You can now move easily between general Test Results, Content Strands, and
Item Analysis.
- Item Analysis Summary Item Analysis displays student performance on items related to each assessment objective. You now have
access to two views: (1) a summary of performance at your school compared to the district and the state and (2) a longitudinal view of the trend of
performance on each objective over three years. Toggle between these two views by clicking on the links above the table. The Test Item Bank mentioned above
allows you to look at specific test items linked to each objective.
- Achievement Gap Graphs for schools, districts, and state are now available under “Test Results.”
- State of Illinois Report Card IIRC information graphs and data display are available for the State of Illinois as a whole.
These displays replicate the same information for individual districts and schools and are a great way to get a summary picture of overall trends in student
learning. Select "State Report Card" under User Resources on the Home Page.
- Info Screens Look for on-screen question marks in blue circles and "About this Report" to supply mouse-over (hover with your
cursor) information and clickable links that offer explanations about the data you are seeing.
- Screen Customization The school or district information banner at the top of a page now displays minimal information. To see
more details such as enrollment and AYP status, click on the toggle tab on the right.
- Speed IIRC is averaging 14,000 hits a week and even more at peak times. We continue to upgrade the IIRC servers to help meet
your needs for access and speedy response.
- HELP!! IIRC cares about customer service. We need your help in eliminating bugs and glitches. Please email us at iirc@niu.edu, or call 815 753 0978 during business hours if you need help right now.
The school report cards for 2010 will be posted live on the IIRC website by October 31, 2010. Look for new features, many developed at the request
of users. These include, among others, enhanced performance graphs for the ISAT and PSAE assessments, a searchable test item bank of retired ISAT items,
year-over-year trends on the Item Analysis Summaries at school, district, and state levels, and upgraded web screen look and feel for ease of use.
MyIIRC Launch
Along with the 2010 Report Card release, IIRC is launching MyIIRC, a new web portal (secured)
for school and district educators with direct access via a new password system to multi-feature data dashboards for each school and district. The link to
MyIIRC builds directly off the IIRC homepage, and offers users self-managed, single sign-on for security and convenience. You will have immediate access in
one location to student-level state assessment data, e-plans, learning tools (including the new Common Core Standards), and other features currently located
separately on IIRC, including an enhanced “Sample School” training module. As with all secured resources on IIRC, access to MyIIRC is controlled at the
district and school level. Look for an email announcement with details going to all district superintendents next week. We hope MyIIRC will assist educators

IIRC has posted the 2009 Report Card results for public release - with new features to improve the site for your use. Thanks are due to the
many users who sent us suggestions and to the IIRC staff for implementing them. Here’s a summary of improvements for 2009.
- Faster Access Click directly into e-Plans and individual student data from the banner across the top of a school or district
page. These are password-protected sites for use of educators. No more long series of clicks to reach the password screens!
- Item Analysis Summaries Easy-to-understand analyses of school performance on specific sets of ISAT items organized by
Learning Standard are available for each school. Go to the link on the top of the school’s profile page, or to the link on the school’s ISAT Test Results
page.
- Percents and Numbers on Test Results A new toggle feature allows you to display EITHER the number OR the percent of students
at each performance level on all state assessments (school level only).
- Scatter Plots Completely redesigned scatter plots allow you to customize comparisons of schools and districts. The scatter
plots tab is on the Test Results navigation bar.
- PDF Function Now, you can save and print any IIRC screen as a PDF. The PDFs work well for study, presentations and reports.
Look for “Print to PDF” in the upper right corner above each graph.

The IIRC now provides the ITEM ANALYSIS SUMMARY reports for ISAT assessments for schools. The reports drill down into ISAT results for
Reading, Mathematics, and Science for grades 3 to 8, displaying the percent of test items correct on each of the Learning Standard assessment objectives.
The reports, which allow schools to analyze at a glance instructional effectiveness on specific topics, were developed by the Illinois State Board of
Education. To locate a report, select a school, then click on the Test Results tab, and next click on the Item Analysis hyperlink on the right-hand side of
the gray menu bar. Comments or feedback can be sent to

The updated web site now includes the results of spring 2008 assessments for all schools and districts. You will also find enhancements to
many other features on the site including Assessment Frameworks, Scatter plots, Compare Schools/Districts, e-Plans, and Achievement Gap resources. The site
has undergone a thorough redesign to offer improved access and ease of use. Send us any comments or problems you encounter to
iirc@niu.edu.
A State Report Card feature has been created and installed on IIRC. Comparable to information you have been able to access for public schools
and districts, the new feature provides summary and detailed assessment results for the state as a whole, including ISAT and PSAE results for the period
1999-2008. To access this feature, go to “User Resources” on the home page and click on “State Report Card,” or go to the same link on the Find Schools
page.
The Achievement Gap feature has now been programmed and installed. It allows you to see performance differences between student ethnic and low
income categories over time, by showing the gap in percentage meeting or exceeding on the state assessments. This feature has been provided in hopes of
narrowing the gaps and bringing everyone up to par. To access this feature, go to a school or district, select the “Test Results” tab and, on the next line,
click on “Achievement Gap.” You can customize the comparisons by a number of criteria of your choosing. Be aware that there must be at least 10 individuals
in both groups of the comparison for the achievement graph to populate (for confidentiality protection).
IIRC allows you to track performance of students by cohort, subject, and in comparison to school, district and state results.
- Cohorts – Observe the performance of the same group of students on tests they took in grades 3, 5, and 8.
- Subjects – Track progress in reading or mathematics over nine years.
- School, district, and state – See how your students are doing in comparison to others.
An old favorite of IIRC users - comparison of schools and districts - has returned to the IIRC in a new, easy to use format with greatly increased
capabilities. Now, you can compare schools and districts on all report card variables and over time. The new Compare feature works just like the rest of the
IIRC, so your learning curve should be short. There are two ways to access this tool.
- Click on Find Schools and then select either Compare Schools or Compare Districts. This is a "wild card" search, meaning you can construct your own
group of up to 15 schools for study
- Go to any school or district and click on the Compare button just above the School Profile tab. This method allows you to compare a target school
or district to up to 14 selected others
If you have suggestions for improving the comparison process, please let us know at
iirc@niu.edu
The streamlined, interactive school and district improvement plans are now available on the IIRC. Teams can work on their School Improvement Plans or
District Improvement Plans at any time and store them on a secure server. The IIRC automatically fills in student performance and other report card data for
your planning documents.
To access your e-Plan, go to your school or district profile page by using the Find Schools tab located at the top of this page. Click on “Log in to
e-Plans” on the right side of the information banner across the top of the page.
Passwords
e-Plans are password protected. These passwords are available by calling Gail Buoy, Federal Grants and Programs, 217-524-4832, or sending an email to
eplans@niu.edu. Caution: e-Plan passwords are not the same as the passwords for IIRC student data services.
The IIRC has designed new screens to help parents, educators, and the public understand report card information about the 2006 assessments. In addition
to tracking seven years of test results, the IIRC will also display performance on the new content strands, along with comparisons to national standardized
tests such as national percentile rank, normal curve equivalent, stanines, and lexiles. Users will also find increased and easier access to ISBE's learning
tools - assessment frameworks, standards, performance descriptors, and classroom assessments.
The IIRC now indicates schools on the State Board of Education's 2005 Illinois Honor Roll of exemplary academic performance. You can see a full list of
schools receiving awards by going to Find Schools. The schoolhouse icons indicate the award-winning schools - blue for Spotlight Schools, green for Academic
Improvement Awards, and purple for Academic Excellence Awards. For more information go to
Illinois Honor Roll .
ISBE's classroom assessments are now available on IIRC either on the homepage, or from any school or district screen.
From the homepage, click on "What Students Should Know" on the top, then select either "Learning Standards" or "Descriptors & Assessments." The
classroom assessments are linked to each goal and stage on either set of screens.
Alternatively, from any school or district screen, click on the "Learning Tools" tab, and go to "Learning Standards" or "Descriptors & Assessments"
from there.
Coming Soon: The Standards Aligned Classroom Initiative's lesson plans.
e-Plans for school district improvement planning are now available on the IIRC. These plans automatically incorporate test scores and other report card
data, allowing you to concentrate on the most important aspects of planning.
To access the e-Plans, go to "Find School or District", and once you have selected and opened your school (or district) page, click on the "Access the
school (or District) Improvement e-Plan" in the information banner on the top of the page. Questions? Send an email to
eplans@niu.edu.
2005 Report Card data is now available on IIRC.
IIRC introduces the ability to compare trends in school and districts performance - the 'Trends' tab. This is the seventh (sixth for a district level
page) tab in the second row of tabs for any school. Clicking on the tab will open up three tabs, from which you can:
- Track the performance of schools & districts over time for the same cohort ('Cohorts' tab).
- Compare the performance of multiple grades in any one subject, by subgroups ('By Subject' tab).
- Compare the performance of school with the district & state by grade, subject & subgroup ('By School, District & State' tab).
Check out the redesigned school and districts comparison feature on IIRC. You can now select more than one option in each criteria for comparison,
select schools/districts by name and add them to the comparison pool iteratively, or select districts to compare by county. Once you select the
schools/districts for comparison, in addition to comparing test performance results, you can compare the schools/districts on Adequate Yearly Progress to
find areas of weaknesses among subgroups You can also compare schools/districts on an interactive scatter plot graph.
Are you looking at the scatter plots on IIRC and wondering about the school in the corner of the chart? The enhanced scatter plot feature is now
interactive with 'mouse over' and 'click and show' features. Put your mouse over any dot and the name of the school appears in the bubble; click on the dot
and the school information page opens. Additionally, you can view the scatter plots by grade and subject. This feature also works for scatter plots for
districts.
